Bishop Carcaño Placed on Leave After Two Complaints

Bishop Minerva Carcaño of the San Francisco Episcopal Area has been placed on leave from episcopal responsibilities following two complaints which were received by the Western Jurisdiction College of Bishops. Bishop Sally Dyck, who retired after serving as the resident bishop of the Chicago Area, will serve as interim bishop during this time. The Rev. Mike Harrell, Assistant to the Bishop, will be assisting Bishop Dyck.

Under church law, complaints regarding bishops are submitted to the president of the College of Bishops in the appropriate jurisdiction. A bishop may be suspended for a period not to exceed 60 days when deemed appropriate and shall receive full pay and benefits during that time while the allegations are under review.

As president of the Western Jurisdiction College of Bishops, Bishop Karen Oliveto initiated a supervisory process under church law upon receipt of the complaints. This is a process for considering a complaint to make sure it is handled fairly and consistently. It is a confidential process which is pastoral and administrative, the aim of which is to work toward a just resolution – one that is agreeable to all parties.

Bishop Oliveto has appointed a special committee to look into the allegations as a part of that process. No details regarding the substance of the complaints will be shared.

“As we work through this process, I ask for your prayers for all concerned, including Bishop Carcaño and the California-Nevada Annual Conference,” said Bishop Oliveto.
