Climate debt cancellation in Africa is a human rights imperative. See Resolution #4053 (Global Debt Crisis: A Call for Jubilee) in the Book of Resolutions of the UMC: “The Sabbath tradition of the jubilee vision is as relevant today as it was thousands of years ago. Debt bondage by the poorest countries to rich nations and financial institutions is today's new slavery... For many countries left behind by world leaders, the burden of repaying debt continues to prevent them from providing adequate health care, education, and food for their people”.
The global climate emergency has created a severe moral and economic paradox. Low-wealth developing nations, particularly across Africa, contribute less than 4% of global greenhouse gas emissions. Yet, these countries bear the heaviest burden of climate-induced disasters, including prolonged droughts, catastrophic floods, and devastating sea-level rise. Rather than receiving direct compensation or non-repayable grants, these nations are routinely forced into a compounding cycle of debt to recover from extreme weather events they did not create.
For Africa, climate debt waiver is no longer a matter of policy preference or international charity; it is a fundamental human rights imperative.
The Vicious Cycle of Climate Shocks and Poverty
The climate crisis acts as a threat multiplier, deepening poverty across indebted developing nations. When extreme weather strikes, governments must immediately divert limited domestic funds toward emergency response, infrastructure repairs, and humanitarian relief. Because public budgets are already constrained, governments are forced to borrow heavily from foreign commercial banks, bilateral lenders, or international financial institutions.
Instead of funding long-term development, healthcare, education, or renewable energy infrastructure, borrowed capital is swallowed up by disaster relief, emergency reconstruction, and interest payments. Many African countries now spend significantly more each year paying back foreign creditors than they do on adaptation to climate change or essential social services. This debt trap drains public coffers, stalls economic growth, and reverses decades of anti-poverty progress.
Ecological Contributions vs. Unjust Consequences: Country Examples
African nations contribute immensely to global environmental stability, yet they suffer disproportionately from climate impacts without receiving adequate financial protection.
Liberia: A Global Carbon Sink Facing Climate Realities
Liberia is home to the largest remaining rainforest in West Africa, containing roughly 44% of the Upper Guinean Forest ecosystem. This vast forest landscape acts as a crucial global carbon sink, absorbs millions of tons of greenhouse gases, preserves rich biodiversity, and serves as a vital shield protecting the Earth's atmosphere.
Despite providing this immense ecological service to the global community, Liberia continues to face severe climate change consequences. The country suffers from coastal erosion that destroys coastal communities like West Point and Buchanan, unpredictable weather patterns that threaten food security, and intensified flooding. Rather than being financially rewarded or protected for conserving its forests, Liberia—like many developing nations—faces economic pressure and limited fiscal space to adapt to a changing climate.
Other African Nations Caught in the Debt Trap
Malawi: In March 2023, Tropical Cyclone Freddy—one of the longest-lasting tropical cyclones on record—caused widespread destruction across Malawi, resulting in reconstruction costs estimated at over $680 million (nearly 6% of the nation’s GDP). Still reeling from previous shocks like Cyclone Idai in 2019, Malawi’s public debt approached 60% of its GDP, leaving the government unable to fund essential social services.
Mozambique: Consistently ranked among the nations most vulnerable to climate change, Mozambique suffered nearly $5 billion in losses from Cyclones Idai and Kenneth in 2019 alone. To fund disaster recovery, Mozambique was forced to borrow extensively. The ongoing cost of servicing this debt drains hundreds of millions of dollars annually—funds desperately needed for coastal protection and poverty reduction.
Zambia: Following years of severe climate-induced droughts in Southern Africa, Zambia faced severe drops in agricultural output and lost a vast portion of its hydroelectric power capacity. The economic strain of repairing infrastructure, importing food, and managing power outages drove the country into severe financial distress and deeper indebtedness.
Faith in Action: The Moral Imperative Against Fossil Fuels
The push for climate debt cancellation and environmental justice is rooted not only in economic logic, but also in deep moral and theological convictions.
As articulated in the Social Principles of The United Methodist Church—which explicitly guide Christian social responsibility globally—there is a firm stance against the expansion of fossil fuels and greenhouse gas emissions. The Social Principles advocate directly for the transition to clean energy, environmental protection, and creation care.
Faith-based advocacy reminds the global community that Earth and its atmosphere are shared gifts. Exploiting fossil fuels while forcing poor nations to bear the financial and environmental fallout violates the fundamental biblical principles of stewardship, love of neighbor, and justice for the vulnerable.
Why Debt Waiver Is Necessary for Global Prosperity
The concept of climate debt is rooted in historical responsibility. Industrialized, wealthy nations achieved their economic dominance through two centuries of unrestrained fossil fuel emissions. Expecting developing nations to take out high-interest loans to fix the catastrophic damage caused by those global emissions is a structural injustice.
Canceling Africa's sovereign debt unlocks essential domestic resources. A comprehensive climate debt waiver enables developing nations to redirect vital revenue toward:
- Social Protection Systems: Funding basic health services, public education, and emergency food reserves.
- Resilient Infrastructure: Building climate-hardened roads, seawalls, and water management systems capable of withstanding future shocks.
- Economic Prosperity & Green Energy: Investing in sustainable agriculture, rainforest conservation, and clean energy transitions without triggering a fiscal crisis.
Debt Waiver as a Human Rights Imperative
Access to a clean, healthy, and sustainable environment—along with the fundamental rights to food, health, shelter, and life—are recognized under international human rights frameworks. When foreign debt obligations prevent a government from providing clean water, preserving critical rainforests, or rebuilding destroyed communities following a disaster, the global financial system actively undermines human rights.
Viewing climate debt cancellation through a human rights lens shifts the international framing from charity to accountability and reparative justice. High-emitting nations have a moral obligation to compensate for the loss and damage experienced by the Global South. Comprehensive climate debt relief is the necessary first step toward granting vulnerable African nations the fiscal freedom to protect their people, safeguard global biodiversity, and achieve lasting economic prosperity.
In the United Methodist Book of Resolutions (#4053), our church explicitly identifies international debt bondage as a driver of environmental destruction, noting that 'poor countries strip forests and overexploit natural resources to repay their debts'. Coupled with the Revised Social Principles, which name fossil fuels as the primary driver of climate disruption, the United Methodist Church clearly mandates that all members—including our Council of Bishops—advocate for both direct creation care and global economic justice, specifically through sovereign debt cancellation for climate-impacted low-wealth nations.
