Portlanders and delegates alike saw billboards proclaiming the mission and ministry of The United Methodist Church as the 2016 General Conference ground to a close. Delegates pushed to act on as much legislation as possible in their final day, but still left petitions undecided when voting was halted at 5:50 p.m. for closing ceremonies.
