Can a Russian bishop effectively oversee Ukrainian United Methodists

The answer is simple. No. a Russian bishop cannot effectively oversee Ukrainian United Methodist. Now, apply that common sense logic to another question. Can a activist bishop seeking to advance a liberal social/political agenda oversee conservative United Methodist as they take the steps necessary to effect self-determination. The answer is simple. The solution is simple. Pass the Protocol.
