Constitution: "The purpose of such special session shall be stated in the call, and only such business shall be transacted as is in harmony with the purpose stated in such call unless the General Conference by a two-thirds vote shall determine that other business may be transacted."

Per call from Bishop Ough and Council of Bishops: "The purpose of this special session of the General Conference shall be limited to receiving and acting upon a report from the Council of Bishops based on the recommendations of the Commission on a Way Forward."

Pertinent phrase

It seems the UM Constitution has its own elastic clause: "as is in harmony with the purpose." It doesn't use the more limiting language of "only such business shall be transacted as stated in such call" but allows for that business that is parallel to or in close alignment with the stated call. Substitute motions, amendments, and alternate petitions that are based upon the directive assigned to the Commission are matters "in harmony with the purpose" and thus permissible by the constitutional language.
